ADAPT WV will continue to push for the development of Money Follows The Person legislation as well as advocating for rebalancing strategies which will end the institutional bias in West Virginia.
ADAPT WV will continue to fight to end unnecessary out of state placement of both children and adults by the WV Dept. of Health and Human Resources. There are currently 411 children in out of state placement. Adults, those on ventilators in particular, are simply pushed out of state and are provided with no community or even nursing home options within the state. This is obvious discrimination. ADAPT WV will fight to end this discriminatory practice as well as for the development of a system of care which allows individuals who use ventilators the option of using flexible community services.
ADAPT WV will continue to work to ensure full implementation of the Olmstead Decision. This includes monitoring the WV Olmstead Plan signed on Jan. 23, 2006, assuring that all nursing home residents are made aware of their Olmstead rights and available community options, and working with the WV Olmstead office and other advocacy organizations to assure that resources available for Olmstead compliance are provided to those transitioning in a flexible and timely manner.
ADAPT WV will work to ensure that the Community Based Waivers offered by West Virginia reflect the needs and preferences of those they serve. ADAPT WV will continue to work toward consumer directed options, such as Micro Boards, Brokered Services and Independent Case management.
