Title VII, Chapter 1, Part C of the Rehabilitation Act of 1973, as amended:
The purpose of Part C is to support Centers for Independent Living. Grant awards are made by the Rehabilitation Services Administration (RSA) and administration of grant funds is either at the state or federal level, depending on the level of state funding for the centers. To be eligible for funding, an organization must be a consumer-controlled, community-based, cross-disability, nonresidential private nonprofit agency. Part C describes the requirements for using federal grant funds to develop and operate centers, including the requirements for meeting program and fiscal standards and assurances. The Commissioner of the Rehabilitation Services Administration establishes and implements standards for centers that receive federal funds. The following outlines the standards centers are to meet.
The center shall promote and practice the independent living philosophy of:
The center shall provide independent living (IL) core services, as appropriate, a combination of any other IL services specified in The Act. Core services are:
The center shall facilitate the development and achievement of IL goals selected by individuals with significant disabilities who seek such assistance by the center.
The center shall provide services to individuals with a range of significant disabilities.
The center shall work to increase the availability and improve the quality of community options for independent living in order to facilitate the development and achievement of independent living goals by individuals with significant disabilities.
The center shall conduct activities to increase the capacity of communities within the service area of the center to meet the needs of individuals with significant disabilities.
The center shall conduct resource development activities to obtain funding from sources other than this chapter.
